Captain Andrews was born in Silverton, Oregon, on August 27, 1894.  He was commissioned Ensign, US Naval Reserve, on March 18, 1918, and reported for active duty in the Twelfth Naval District on March 25.  Transferring from Naval Reserve to regular Navy on September 18 of the same year, he subsequently attained the rank of Lieutenant Commander on his retirement on November 1, 1934.  Recalled to active duty on October 6, 1939, he was promoted to Commander in 1944 and to Captain (on the Retired List), to date from February 21, 1946.

Following his acceptance of a commission in the Naval Reserve in March 1918, during the peak of World War I hostilities, Captain Andrews reported to the Twelfth Naval District for duty at the Section Base, San Francisco, California.  In June of that year, he reported to the US Naval Academy, Annapolis, Maryland, for a three months’ indoctrination course.  He had temporary duty with Cruiser and Transportation Force in September and October 1918, during which period he was transferred, in the rank of Ensign, to the US Navy.

Captain Andrews reported for sea duty, in October 1918, aboard USS Charleston, and from January 1919 to June 1922, had successive duty in USS Cassin, USS Lea, USS McDermut and USS Edwards, operating with destroyer squadrons of the Pacific and Asiatic Fleets.  He returned to USS Charleston for passage) in June 1922, and the next month reported to the USS Percival for a year’s duty in the Pacific.

Following duty under instruction at the Naval War College, Newport, Rhode Island, in 1923-1924, Captain Andrews was ordered in June 1924 to the Office of the Chief of Naval Operations, for duty in the Communications Division.  He was detached in June 1925 to join USS California, Flagship of the US Battle Fleet.  He served aboard that battleship until August 1928.  Duty ashore until June 1930 at the Navy Yard, Mare Island, California, preceded further sea duty in USS Procyon, and nine months later in USS Cuyama, in which he served as Navigator from May 14, 1932 until his detachment in May 1933.

After a second tour of duty from June 1933 until August 1934 at the Navy Yard, Mare Island, California, Captain Andrews was relieved of all active duty and retired for physical disability on November 1, 1934, being advanced to the rank of Lieutenant Commander on the Retired List of the Navy at that time.

Captain Andrews was recalled to active duty on October 6, 1939, reporting to the Navy Yard, Mare Island, California.  He served from July 1941 until October 1946 as Aide and Chief of Staff to the Commandant of that Yard.  For exceptionally meritorious conduct in the performance of outstanding services to the US Government from October 6, 1939 until the cessation of hostilities, at the Navy Yard, Mare Island, California, he received a Letter of Commendation, with authorization o wear the Commendation Ribbon, from the Secretary of the Navy.

He was relieved of all active duty on October 29, 1946.

In addition to the Commendation Ribbon, Captain Andrews has the Victory Medal (World War I); the American Defense Service Medal; the American Campaign Medal; and the World War II Victory Medal.
