Captain John H. Carr, USN, the son of Mrs. Marjorie E. Carr of Gig Harbor, Washington, was graduated from Stadium High School in Tacoma, Washington in 1947. After attending Washington State College for two years, Captain Carr entered the U. S. Naval Academy at Annapolis, Maryland in June 1949. Upon graduation in 1953 he was assigned to USS Borie (DD-704) where he served as Gunnery Officer until December 1955.

Captain Carr entered Officer’s Submarine School, New London, Connecticut in January 1956. Captain Carr’s first submarine assignment upon graduation in June 1956 was USS Cusk (SS-348) where he earned the designation “Qualified in Submarines”. In March 1959 he was ordered to the commissioning crew of USS George Washington (SSBN-598), the nation’s first Polaris submarine. Captain Carr served as the Missile Officer on George Washington until November 1962, during which he participated in four Polaris deterrent patrols. Following this tour he assumed duties as Material Assistant for Polaris on the Staff of Deputy Commander Submarine Force, US Atlantic Fleet. Captain Carr served as Executive Officer, USS Pomfret (SS-391) from March 1965 until taking command of USS Becuna (SS-319) in August 196. Upon relief of command of Becuna in May 1968 Captain Carr served as the Strategic Submarine Operations Plans Officer on the Staff of Commander in Chief Atlantic Joint Staff in Norfolk, Virginia.

In October 1971, Captain Carr assumed command of Submarine Division Twenty-two. In December 1973, he reported as the Senior Submarine Member, Board of Inspection and Survey, Washington, DC and served in that capacity until reporting to USS Grand Canyon (AR-28) in January 1976.
