Geoffrey Edmund Carlisle

Geoffrey Edmund Carlisle was born in Mt. Hope, Kansas, on October 3, 1915. He attended Washburn University, Topeka, Kansas, from which he received the degree of Bachelor of Arts and Bachelor of Laws. Prior to entering naval service, he practiced law in Kansas. On February 1, 1943 he was appointed a Midshipman in the US Naval Reserve and after attending the Naval Reserve Midshipman’s School at the University of Notre Dame, was commissioned Ensign, USNR, May 27, 1943. Advancing progressively in rank he subsequently attained that of Captain, to date from July 1, 1959, having transferred to the US Navy on December 5, 1946.

After receiving his commission in 1943, he remained at the Naval Reserve Midshipmen’s School, Notre Dame, to serve as an Instructor until October 1945. The next month he was assigned similar duty in connection with the Naval Reserve Officers Training Corps Unit at the University of New Mexico, Albuquerque and in November 1946 reported as an Instructor at the Naval School, naval Justice, Port Hueneme, California.

From January 1947 to December 1948 he was Legal Officer in the Eleventh Naval District with headquarters in San Diego, California, after which he served as Assistant Legal Officer on the staff of Commander Destroyer Force, US Atlantic Fleet. In September 1950 he became Legal Officer at the Naval Air Station, Moffett Field, California, and in June 1951 joined the service… while serving (in that assignment) in Korea during the period June 16, 1951 to December 16, 1951…” he was awarded the Bronze Star Medal with Combat “V” The citation further states in part:

“…A most capable attorney, he devoted himself tirelessly to rendering legal advice to all echelons of the Division and to assist individuals in the solving of knotty personal problems of law. His high degree of professional competence and devotion to duty contributed essentially to the operations of the division and his deep interest in legal difficulties of the officers and men of the division aided materially in the maintaining of high morale…”

In April 1952 he became Head of the International Law Branch, Office of the Judge Advocate General, Navy Department, Washington, DC he remained there until June 1955 and after duty as Staff Legal Officer on the Staff of Commander Cruiser-Destroyer Force, US Pacific Fleet, had instruction at the Armed Forces Staff College, Norfolk, Virginia. In July 1957 he reported as Staff Legal Officer at the Naval Base, Los Angeles, Long Beach, California, where he remained until August 1960. He next served as Staff Legal Officer on the Joint Staff of the Commander US Taiwan Defense Command and in May 1962 transferred to the Staff of Commander Naval Forces, Japan, to serve as Force Legal Officer. In May 1964 was assigned to the Officer to the Judge Advocate General, Navy Department, Washington, DC.

In addition to the Bronze Star Medal with Combat “V,” Captain Carlisle has the Presidential Unit Citation Ribbon; the American Campaign Medal; World War II Victory Medal; national Defense Service Medal; Korea Service Medal with the three stars; and the United Nations Service Medal. He also has the Korean Presidential Unit Citation Badge.
