Charles Streater Bailey

Charles Streater Bailey was born on January 19, 1894, in Jackson, Georgia, son of Burrel Peoples and Rosa Franklin (Streater) Bailey. He attended Jackson High School and Southern Business University Atlanta, Georgia, enlisting on February 14, 1911, in the US Navy. Appointed Ensign in the Supply Corps on January 1, 1919, he subsequently attained the rank of Captain to date from November 10, 1945.

He was serving in USS Vixen, when he received his commission in January 1919, and remained aboard until the following month. He was then assigned, for a year, to the Naval Training Station, Norfolk, Virginia, as Assistant to the Disbursing Officer for armed guard. In February 1920 he joined USS Wisconsin as Assistant to the Supply Officer and continued to serve in that battleship until September of that year when he transferred to USS Santa Malta, as Supply and Disbursing Officer.

From December 1920 to April 1921 he had duty at the Naval Operating Base, Norfolk, Virginia, after which he joined USS Sacramento as Supply and Disbursing Officer. He continued sea service in that cruiser until June 1922, when he reported as Assistant to the Supply Officer at the Navy Yard, Norfolk, Virginia. He attended a course at the Supply Officers School, Washington, DC, between January and March 1923, after which he resumed his duties at the Norfolk Navy Yard. In June 1923 he joined USS Henderson as Disbursing Officer and in July 1925 was relieved to report to the Naval Supply Depot, Norfolk, Virginia, as Assistant to the Supply Officer in Command.

Again ordered to duty afloat, he served from July 1929 to January 1932 as Supply and Disbursing Officer of USS Kittery, after which he became Disbursing Officer at the Receiving Station, Naval Operating Base, Norfolk, Virginia. He remained there until September 1935, when he reported as Supply and Disbursing Officer aboard USS Erie. After a brief period of hospitalization, he was assigned from October 1937 to February 1938, to the Naval Supply Depot, Naval Operating Base, Norfolk, as Assistant to the Supply Officer in Command. A second period of hospitalization preceded duty first as Commissary Officer, and later as Supply and Disbursing Officer at the Submarine Base, Pearl Harbor, Territory of Hawaii.

For a year, October 1941 to October 1942, he served as Assistant to the District Supply Officer of the Sixth and Seventh Naval Districts, followed by service as Supply Officer in Command of the Naval Supply Depot, Trinidad, British West Indies. He remained in that capacity until January 1943, when he reported as Supply Officer of the Naval Operating Base, Receife, Brazil. Returning to the United States in January 1944 he was assigned to the Naval Gun Factory, Washington, DC, as Assistant to the Supply Officer, and from March 1946 was Supply Officer.

In July 1947 he reported as Supply Officer of the Pearl Harbor Naval Shipyard, and in July 1949 transferred, in a similar capacity, to the Charleston (South Carolina) Naval Shipyard, where he continues to serve.

Captain Bailey has the World War I Victory Medal; the Mexican Service Medal; the American Defense Service Medal; the American Campaign Medal; the Asiatic-Pacific Campaign Medal; and the World War II Victory Medal. He also has the Good Conduct Medal (for enlisted service) and was awarded the Brazilian War Medal by the Government of Brazil.
