Kenneth Gould Beggs

Kenneth Gould Beggs, the son of the late Frank R. Beggs and Mrs. (Margaret E. Gould) Beggs, was born on July 16, 1902 in Almond, Wisconsin. He was graduated from the University of Wisconsin at Madison in 1926 and for fourteen years thereafter was employed by the Wisconsin Bureau of Personnel. For one year he had a special assignment with the Federal Council of Personnel Administration, US Civil Service Commission. He was appointed a Lieutenant in the US Naval Reserve on October 5, 1942, and subsequently attained the rank of Commander to date from December 1946. 

Following his appointment in the US Naval Reserve in 1942, he reported as Civilian Personnel Head, Inspection Administration Branch, Material Division, in the Office of the Assistant Secretary of Navy, Navy Department, Washington, DC. “For outstanding performance of duty…” in this assignment, he received a Letter of Commendation, with authorization to wear the Commendation Ribbon, from the Secretary of Navy. The citation follows in part: 

“…An excellent organized and administrator, (he) with unusual insight and appreciation of Government personnel problems, organized and administered a personnel division in the Inspection Administration Branch and was largely responsible for the establishment of similar divisions in each of the field officers of Inspection of Naval Material and advised and assisted other field offices of the Material and Inspection Service in solving the critical problems in classification, training and employee relations connected with the thousands of personnel needed to meet the urgent problems of inspecting material of the Navy…” 

In August 1946 he reported as Industrial Relations Officer on the staff of Commander Marianas, with headquarters at Guam, and continued to serve in that assignment until September 1948. Following duty as Head of the Overseas Base Section, Facilities, in the Bureau of Ships, Navy Department, he became Director of the Industrial Relations, Military Sea Transpiration Service, Navy Department, in December 1949, where he is now serving.

In addition to the Commendation Ribbon, Commander Beggs has the American Campaign Medal; and the World War II Victory Medal.

Commander Beggs is a member of the Alpha Kappa Lambda Fraternity; Madison Club of Madison, Wisconsin; and the Army-Navy Club, Washington, DC.
