Grover Vincent Clark

Grover Vincent Clark was born in Vallejo, California on July 11, 1914. He received a Bachelor of Arts degree in Economics from the University of California at Berkeley, in 1937 and a Master of Business Administration, from the Harvard University Graduate School of Business Administration, Cambridge, Massachusetts in 1939. While attending the University of California he was a member of the Freshman, Junior Varsity and Varsity Crew. Commissioned Ensign in the Supply Corps of the US Naval Reserve on June 16, 1941, he subsequently advanced in rank attaining that of Captain to date from July 1, 1960, having transferred from the Naval Reserve to the US Navy on July 29, 1946.

After receiving his commission in 1941, he attended the Supply Corps School, Harvard University, Cambridge, Massachusetts, from June to September that year, then joined USS New Orleans (CA-32) as Assistant Supply and Disbursing Officer. That heavy cruiser was present at Pearl Harbor (Territory of Hawaii) when the Japanese attacked the Naval Base there on December 7, 1941. He subsequently participated in six major engagements in the Pacific Area while attached to that vessel. Returning to the United States in August 1943, he reported as Assistant to the Supply Officer at the Naval Air Station, San Diego, California.

From April 1944 to October 1945 he served as Supply Officer in USS Memphis (CL-13), then was assigned to the Office of the Supervisor of Shipbuilding, Quincy, Massachusetts, for duty in connection with the construction of USS Albany (CA-123). He served as Supply Officer on board that cruiser from her commissioning on June 15, 1946 until March 1947, when he became Director, Field Management Division, Bureau of Supplies and Accounts, Navy Department. He had duty as Executive Officer of the Naval Supply Depot, Seattle, Washington, during the period August 1950 to February 1952, and the next month reported as Assistant Supply Officer on the Staff of Commander Service Squadron Three.

From April 1953 to December 1955 he was Director of the System Planning Division, Bureau of Yards and Docks Supply Office, Port Hueneme, California. He returned to the Bureau of Supplies and Accounts, where he served as Director of the Stock Coordination Division until July 1957, then became Assistant Head, Supply Policy Section, Material Division, Office of the Chief of Naval Operations, Navy Department.

He had under instruction at the Industrial College of the Armed Forces from August 1960 to June 1961, when he joined the Staff of Commander Service Squadron Six. He was next assigned to the Bureau of Supplies and Accounts (later Naval Supply Systems Command) as Executive Assistant to the Assistant Chief for Planning (OLX). In June 1966 he became Commanding Officer of the Naval Supply Depot, Newport, Rhode Island.

Captain Clark has the American Defense Service Medal with one star; American Campaign Medal; European-African-Middle Eastern Campaign Medal; Asiatic-Pacific Campaign Medal with one Silver Star and two bronze stars (seven operations); World War II Victory Medal; Navy Occupation Service Medal, Europe Clasp; National Defense Service Medal; Korean Service Medal; and the United Nations Service Medal. He is entitled to the Korean Presidential Unit Citation Badge.
