Stuart James Evans was born in New York, New York, on April 5, 1925, son of Addison W. and Ida A. (Crumplin) Evans. He entered the US Naval Academy, Annapolis, Maryland, on appointment from the State of Connecticut in 1943. Graduated with the Class of 1947 and commissioned Ensign in the Supply Corps on June 5, 1946 ( accelerated course due to World War II), he subsequently advanced in rank to that Rear Admiral, to date from May 1, 1973.

Following graduation from the Naval Academy in 1946, he remained there for several months as Company Officer, before he was assigned in October, to the Naval Supply Depot, Mechanicsburg, Pennsylvania, for indoctrination. During the period January to March 1947, he had instruction at the Naval Supply Corps School, Bayonne, New Jersey, after which he served as Supply and Disbursing Officer on board USS O’Hare (DD 899).

Detached from the O’Hare in January 1948, he was next Assistant Supply Officer at the Naval Station, Green Cove Springs, Florida and in June 1949 reported as Assistant supply and Disbursing Officer on board USS Valley Forge (CVA-45).  While on board that attack aircraft carrier, he participated in operations in the Korean area of hostilities and entitled to the Ribbon for a facsimile of the Navy Unit Commendation awarded USS Valley Forge. In March 1951 he joined the Staff of Commander Landing Ship Rocket Squadron THREE, operating in the Western Pacific and served as Staff Supply Officer and Logistics Officer until December 1951.

Assigned next to the Navy Regional Accounts Officer, Oakland California, he had duty in connection with disbursing until August 1952, then attended Stanford (California) Graduate School of Business, from which he received the degree of master of Business Administration in June 1954. Following service as Assistant to Director of Supply Corps Personnel, Bureau of Supplies and Accounts, navy Department, Washington, DC, he reported in June 1957 as Deputy Director of the Purchase Division, US Navy Purchasing Office, London, England. He remained there until July 1960, then attended the Naval War College, Newport, Rhode Island.

He was Director of the Procurement Division, Naval Ordnance Supply Office, Mechanicsburg, Pennsylvania, from July 1961 to April 1964, after which he served as Director of Purchase Planning and Director of Purchase Policy in the Bureau of Supplies and Accounts (redesignated in 1966 naval Supply Systems Command), Washington, DC. In August 1967 he reported for instruction at the Industrial College of the Armed Forces, Washington, D.C. and in August 1968 became Officer in Charge of the Navy Purchasing Office, Los Angeles, California. He returned to Washington, DC., in July 1970, where he served as Director of Procurement in the Office of the Assistant Secretary of the Navy (Installations and Logistics).  “For exceptionally meritorious conduct…form August 1970 to July 1972… “He was awarded the Legion of merit. The citation further states in part:

“… His demonstrated knowledge, his diplomatic skill in his contacts with the key members of industry and the department of Defense and his superb ability to fully integrate the requirement of operational commanders with the administrative regulations which govern the procurement process have led to a most successful and acceptable program..”

In July 1972 he become Assistant Commander for Contracts, Naval Air System Command, Navy Department

In addition to the Navy Unit Commendation Ribbon, Rear Admiral Evans has the China Service Medal; American Campaign Medal; World War II Victory Medal; National Defense Service Medal with bronze star; Korean Service Medal and the United Nations Service Medal. He also has the Korean Presidential Unit Citation Badge.
