Frank Edward Baldwin

Frank Edward Baldwin was born in North East, Pennsylvania, on August 29, 1921, son of Frank M. and Emma K. (Fuller) Baldwin, both now deceased. He attended Pennsylvania State University, at University Park, from which he was awarded the degree of Bachelor of Arts in May 1943, having enlisted in the V-7 Program of the US Naval Reserve on April 28, 1942. Prior to receiving his commission, he had instruction (May-September 1943) at the US Naval Reserve Midshipmen’s School, University of Notre Dame, Notre Dame, Indiana. Commissioned Ensign in the US Naval Reserve on September 22, 1943, he subsequently advanced in rank to that of Captain, to date from October 1, 1964, having transferred to the Supply Corps of the US Navy on February 19, 1947. 

After receiving his commission in 1943, he had instruction at the Naval Training School (Diesel), University of California at Berkeley, for three months, then continued instruction at the Naval Training School (Salvage), Pier 88, New York, New York. He reported in April 1944 for further training at the Sub Chaser Training Center, Miami, Florida.

From May 1944 to November 1946 he served successively as Communications Officer, Executive Officer and Commanding Officer of the USS ATA-121, after which he had a months’ duty as Personnel Officer on board the USS LCS-24. In December 1946 he reported for instruction at the Naval Supply Corps School, Bayonne, New Jersey, and in June 1947 was assigned to the San Francisco (California) Naval Shipyard, where he served as Assistant Material Superintendent and later Stock Control Officer. He joined the USS Graffias (AF-29) as Supply Officer in January 1950 and in that capacity participated in the support of military operations against enemy aggressor forces in Korea. He is entitled to the Ribbon for, and a facsimile of the Navy Unit Commendation awarded the USS Graffias

In September 1951 he became Assistant to the District Supply Officer in the Fourth Naval District, with headquarters in Philadelphia, Pennsylvania, and from July 1954 had duty in connection with war plans on the Staff of Commander Service Force, Pacific Fleet. He next attended the University of Michigan at Ann Arbor, from which he received the degree of Master of Business Administration in May 1957. In July of that year, he reported as Buying Branch Officer at the General Store Supply Office, Philadelphia, Pennsylvania, and in January 1960 was assigned to the Shore Activities Development and Control Division, Office of the Chief of Naval Operations, Navy Department, Washington, DC. He became Supply Officer of the USS Sierra (AD-18) in April 1962.

He attended the Naval War College, Newport, Rhode Island, from August 1964 until June 1965, when he became Assistant Chief of Staff for Supply to the Commander Cruiser Destroyer Force, US Atlantic Fleet. In May 1968 he was ordered to duty as Commanding Officer of the Naval Supply Depot, Guantanamo Bay Cuba. 

In addition to the Navy Unit Commendation Ribbon, Captain Baldwin has the Asiatic-Pacific Campaign Medal; American Campaign Medal; World War II Victory Medal; Navy Occuation Service Medal; China Service Medal; National Defense Service Medal with bronze star; Korean Service Medal; United Nations Service Medal; and the Navy Expeditionary Medal (Cuba).

Captain Baldwin is a member of Kappa Sigma Fraternity (Social); Phi Kappa Phi (Honorary); Beta Gamma Sigma (Honorary) and the Blue Key Society.
