Sir,
In view of the difficulty of pro-
curing seamen, I deem it of very great
importance that authority should be given
to allow a bounty to seamen on their en-
listment.
The amount of the bounty may have
reference to that granted by the United States
which is, as I am informed, $90 for
three year enlistments. I would suggest a
bounty of $50 for enlistments of
three years, or for the war, of $30
for two years, and of $20 for one

Sir,
I have the honor to request
that a warrant be issued in favor of Edward
M Tidball dispursing agent of the Navy
Department for the sum of eight thousand
six hundred and six ($8,606) dollars with
which he is to be debited on the books of the
Treasury Department to be charged to the
following appropriations viz:
"For compensation of the Secretary of the
Navy, clerks and messengers in his office $2,123.42.
"In incidental and contigual affairs
of the Navy Department."
