During World War I, Lieutenant Cramer was assigned to the United States Naval Aviation Unit in France.

This small collection consists of an unpublished manuscript apparently written by Cramer titled History of United States Naval Aviation, French Unit, 1917-1919. Another copy of this document is held by the U.S. National Archives.
