Vice Admiral William S. Sims, Commander, United States Naval Forces Operating in European Waters, to Admiral Sir Sydney R. Fremantle, R.N., Deputy Chief of Naval Staff

July 27th.1918.

My dear Admiral,

I have looked into the matter of the depth below the surface of the mines that will be laid in the next expedition, (which will be the fourth), which leaves I believe next Monday or Tuesday.1

These mines are all set for 65 ft. below the surface and of course it will be a delay of probably a week to change them all on board. The order has been given that the next batch and subsequent batches will be laid at a distance of about 45 ft. below the surface.

Very sincerely yours,
