FROM:  Force Commander.

TO:    Commander-in-chief, American Expeditionary Forces.

SUBJECT: Prospective requirements of Army Transport Service, troop and cargo, and probable distribution of traffic to French ports.

     1.  The planning Section of my staff is engaged in making studies of the allocation of United States Naval Forces during the coming year with a view to best meeting the demands incident to the protection of our lines of communication in the Atlantic and Mediterranean, as well as for the purpose of carrying on a n offensive campaign against enemy submarines.

     2.  In order that the Planning Section may have the best available information upon which to <b>ase its studies, the following is required :-

  (a)  What French ports will be used for disembarkation of      troops and stores ?

  (b)  What percentage of the total troops and stores will be disembarked at each port ?

  (c)  What is the probable prospective amount of traffic to each port :

1.  Troop Ships

2.  Store Ships

     3.  The foregoing data is desired as of the following dates:

January 1, 1919

July 1 , 1919

January 1 1920

     4.  It is requested that I be furnished with information in accordance with the requirements above set forth to such extent and such degree of accuracy as may be found practicable.
