SM 245. For Stevens from Franklin Answering SM 308.1 We approve principle outlined therein regarding sailing vessels not passing through War Zone but we have given to the Italians all of the steamers that we can possibly spare for the present and cannot offer any further steam tonnage in exchange for Italian sailing vessels but if they have any to spare think we should be allowed to use it in safe trading as part offset for steamers which we are supplying them  Signed Franklin 09016
