B.N. 280. Stevens from Shipping Control Committee. We feel in interests of all that French Brazilian steamers should be employed in triangular service but owing to our shortage of tonnage we regret it is impossible for us to agree give use of any steamers in compensation therefor.. We are lending France all steamers we can possibly spare at present but when our condition improves would be quite prepared if necessary consider increase tonnage to France but this is impossible at present.
