     13323 was transmitted to Sims1 for comment reply as follows Quote Except for fact that no destroyers available for escort there is no objection comma and this plan under consideration many times period Fast English liners carrying troops to England make turnaround in about forty days under present system and every destroyer utilized to utmost period The westward sailing of one slow convoy held up recently because necessary to use destroyer assigned for this purpose to meet eastbound troop convoy period The increase in size of convoys and the additional eleven and half knot convoy requires every destroyer we have unquote Sims period In view of above the Department does not desire at this time to change present operating plan vessels under consideration
