8963 Department does not approve the principle recommendation in reference. New American shipping is urgently needed for War purposes and will when completed be used as such by this government. It is considered that just compensation for labor and material can be fixed for the repair of American vessels in British ports and the Department believes that settlement should be made along these lines 12034 <12024,> 8963
