1128 My letter 19727, June 1, Paragraph 4.1 Does Department approve the principle of compensation to British in form of tonnage for the use of repair facilities by our vessels? Admiralty have put forward an estimate of tonnage of merchant ships which they consider would be a fair equivalent in amount of labor required to the average number of men utilized during year 1918 on United States Naval vessels. Recommend that principle be approved and that I be authorized to discuss and arrange details. 02114. 1128
