3396. Amend my 26571 to provide that in the event of an unarmed allied vessel or neutral vessel in allied interests sailing for port on Atlantic seabo[a]rd arrangements should be made if possible for such vessel to proceed after convoy is dispersed <for> company with defensively armed ship of the same sea speed and bound for approximately the same port. This proviso need not be followed when there is no submarine activity to westward. 11105 3396
