1326. Your 1126.1 I do not consider it desirable to issue any orders that will limit the freedom of the British Vice-Admiral, Malta, or Admiral Grant2 in using to defeat the submarine campaign U.S. ships that have already been assigned to Gibraltar.

     My 12093 referred only to new destroyers which are shortly to be added to your command. 08414 1326
