SECRET.

1159. My 758.1 Extended use of submarine cruisers may make it necessary to sail vessels, particularly slow vessels, in convoy throughout dangerous waters. Following procedure is proposed:-

a.  Establish convoys between Gibraltar and North America, speed 8 knots, sailing from both sides 8-day intervals. Suggested assembly port Halifax.

b.  Plans require 13 additional cruisers making a total of 83 for the whole system. It is proposed that Great Britain furnish 52, France 9, and U.S. 22 including BIRMINGHAM and CHESTER.

    Cruisers to be allocated as follows – U.S. cruisers to be used:

1.   For Gibraltar convoys, being relieved of New York and Hampton Roads convoys.

2.   For troop convoys to Bay of Biscay.

3.   Four cruisers to be assigned for fast convoys to England.
