Boards Navy 218.To supplement Boards Navy 200.1 Franklin2 believe<s> we ought not obligate ourselves to allocate any tonnage for the carriage of traffic for Canada[;] such traffic should be carried in British vessels [and] we carry traffic destined for United States manufacturers. If ultimately we have to carry traffic for Canada manufacturers we should receive similar tons from Great Britain to balance. As stated Boards Navy 200 Franklin’s opinion is also view of War Trade Board but it desires advice on this matter as it effects our allies and Canada. Our tonnage situation particularly regarding East Coast South American very critical. Advise as soon as possible.3 09006. S.M. 218.
