A. NAVOP Z-54

1. AS YOU KNOW, NAVOP Z-2 INITIATED A PROGRAM THAT ESTABLISHED A DIALOGUE BETWEEN JUNIOR OFFICERS AND ENLISTED MEN AND THE SENIOR PERSONNEL OF THE NAVY DEPARTMENT BECAUSE OF MY GREAT CONCERN FOR OUR RETENTION PROBLEMS. THESE SESSIONS HAVE PROVED SO USEFUL THAT WE HAVE CONTINUED THEM WITH SCHEDULES ON INTO NEXT YEAR.

2. AT THE TIME WE STARTED THE ABOVE PROGRAMS WITH JUNIOR OFFICER AND ENLISTED PERSONNEL, PROGRAMS ANNOUNCED LATER IN NAVOP Z-54 WERE SET UP IN WHICH SECRETARY CHAFEE AND I MEET PERIODICALLY WITH COMMANDING OFFICERS AND FLAG OFFICERS. IN THE CASE OF PROGRAMS WITH THE SENIOR OFFICERS, THEY HAVE NOT HAD THE OPPORTUNITY TO CONFER TO ANY GREAT EXTENT PRIOR TO OUR MEETING; NEVERTHELESS, THE SUGGESTIONS FROM THESE SESSIONS HAVE BEEN SO USEFUL THAT IT IS DESIRABLE TO EXPAND THIS DIALOGUE WITH MIDDLE AND SENIOR OFFICERS AND ALSO TAKE ADVANTAGE OF THE ADDED BENEFIT OF AN OFFICER FORUM PRIOR TO OUR MEETING.

3. ACCORDINGLY, I HAVE ASKED THE PRESIDENT OF THE NAVAL WAR COLLEGE TO CONDUCT A FORUM IN BOTH THE JUNIOR AND SENIOR COURSES WHICH WOULD INCLUDE A DISCUSSION OF MEANS TO IMPROVE THE NAVY INCLUDING THOSE THINGS THAT CAN BE DONE TO ENHANCE COMMAND APPEAL AS WELL AS MEANS OF IMPLEMENTING THE OVERALL NAVY PERSONNEL POLICY THAT SECRETARY CHAFEE AND I HAVE BEEN PURSUING. FURTHER, REPRESENTATIVE MEMBERS OF THE FORUMS ARE TO PRESENT THEIR VIEWS PERSONALLY TO SECRETARY CHAFEE AND TO ME AT THE WAR COLLEGE ON COMPLETION OF THEIR DELIBERATIONS. E. R.
