LEAVE POLICY FOR DEPLOYED UNITS

1. COMMANDING OFFICERS ARE AUTHORIZED AND ENCOURAGED TO GRANT UP TO 5 PERCENT OF THEIR ASSIGNED PERSONNEL TO BE ON LEAVE WHILE DEPLOYED. THIS LEAVE MAY BE IN CONUS OR OUTSIDE THE AREA OF DEPLOYMENT AS THE INDIVIDUAL MAY ELECT. THIS PERCENTAGE MAY BE INCREASED TO 10 PERCENT AS SOON AS THE SHIP/COMMAND BEGINS ITS RETURN TO CONUS.

2. IT IS CNO POLICY THAT ALL EFFORTS BE MADE TO MAKE MAXIMUM USE OF THIS AUTHORIZATION.

3. NUMBERED FLEET COMMANDERS MAY EXCUSE COMMANDING OFFICERS FROM THIS POLICY WHEN THE SHIP’S/COMMAND’S READINESS WILL BE SERIOUSLY AFFECTED. NUMBERED FLEET COMMANDERS MAKE QUARTERLY REPORTS TO CNO AND CINC’S OF EXEMPTIONS GRANTED. E. R. ZUMWALT, JR., ADMIRAL, U.S. NAVY, CHIEF OF NAVAL OPERATIONS.
