CASH/CHECK OPTION AT PAYDAY

1. WITH A VIEW TO ENSURING THAT OUR NAVY MEN ARE RECEIVING THE BEST SERVICE POSSIBLE, I HAVE HAD A REVIEW AND EVALUATION MADE OF THE CURRENT PRACTICES OF EFFECTING PAY, I.E., BY CASH OR CHECK. THE RESULTS INDICATED THAT PREVAILING CIRCUMSTANCES AT INDIVIDUAL LOCATIONS OR ON INDIVIDUAL SHIPS DICTATE THE METHOD TO BE USED.

2. AT LARGE ACTIVITIES AND COMMANDS WHERE PAYROLL AND CHECK PREPARATION ARE MECHANIZED AND ADEQUATE CHECK CASHING FACILITIES ARE AVAILABLE, THE ALL CHECK PAYDAY IS REQUIRED BY COMPTROLLER GENERAL, AND IS RECOGNIZED AS THE MOST EFFECTIVE, SECURE AND ACCURATE METHOD. IN CONNECTION WITH ALL CHECK PAYDAYS, I DESIRE THAT COMMANDING OFFICERS ENSURE THAT ADEQUATE CHECK CASHING FACILITIES ARE REASONABLY AVAILABLE EITHER ON SHIP, STATION OR IN THE IMMEDIATE VICINITY THEREOF.

3. WHERE LOCAL CONDITIONS DICTATE HOLDING CASH PAYDAYS, I.E., GENERALLY AFLOAT AND AT SMALL REMOTE STATIONS WHERE ADEQUATE CHECK CASHING FACILITIES ARE NOT AVAILABLE, I DESIRE THAT ANY MEMBER BE AFFORDED THE OPTION OF BEING PAID BY EITHER CASH OR CHECK.
