CIVILIAN CLOTHES ABOARD SHIP FOR FIRST CLASS PETTY OFFICERS

1. A PILOT PROGRAM TO TEST AND EVALUATE FEASIBILITY OF PERMITTING FIRST CLASS PETTY OFFICERS ON SEA DUTY TO HAVE CIVILIAN CLOTHES ABOARD SHIP FOR WEARING ASHORE ON LIBERTY OR LEAVE HAS BEEN INITIATED. THOSE REGULATIONS AND RESTRICTIONS PERTAINING TO WEARING CIVILIAN CLOTHES WHICH CURRENTLY APPLY TO OFFICERS AND CHIEF PETTY OFFICERS WILL PERTAIN TO FIRST CLASS PETTY OFFICERS AND EVENTUALLY MAY BE EXTENDED TO EMBRACE ENTIRE CREW.

2. IN ORDER TO ACCOMPLISH ABOVE, CINCPACFLT/CINCLANTFLT HAVE BEEN DIRECTED TO:

A. DESIGNATE THREE SHIPS IN SIXTH FLEET (CARRIER/DESTROYER/TENDER) AND THREE SHIPS IN THE FIRST FLEET (CARRIER/DESTROYER/AMPHIBIOUS) FOR CONDUCT OF PILOT PROGRAM.

B. EXPAND THE PROGRAM INCREMENTALLY BY ADDING THREE ADDITIONAL SHIPS ON 1 DECEMBER 1970, 1 APRIL, 1 AUGUST AND 1 DECEMBER 1971.

3. NO ARTIFICIAL RESTRICTIONS WILL BE PLACED ON STYLE OR TYPE OF CLOTHES WORN WITH INTENTION OF PRESERVING SOME ARBITRARY STANDARD OF TASTE.

4. ENLISTED MEN WILL BE PERMITTED TO DRESS AS THEY PLEASE WHEN NOT ON DUTY, OFF THE SHIP.

5. BASED ON EVALUATION REPORTS, PROGRAM MAY BE EXTENDED TO INCLUDE SECOND CLASS PETTY OFFICERS AND BELOW.

6. SHIPS PARTICIPATING IN PILOT PROGRAM WILL BE SELECTED BY CINCPACFLT/CINCLANTFLT AND WILL SUBMIT EVALUATIONS AND RECOMMENDATIONS VIA THE CHIEF OF NAVAL PERSONNEL ON 1 DECEMBER 1970.

7. THIS PILOT PROGRAM IS NOT TO DETRACT IN ANY WAY FROM THE PRIDE AND ESPRIT DE CORPS GENERATED WHEN WEARING THE NAVY UNIFORM ON BOARD AND ASHORE WHILE ON LIBERTY.
