TYCOM SHIPHANDLING COMPETITION

1. THE DESIRE TO ACQUIRE PRACTICAL EXPERIENCE AND TO BECOME PROFICIENT IN SHIPHANDLING IS STRONGLY DEVELOPED IN OUR WARDROOM JUNIOR OFFICERS. IN AN EFFORT TO CAPITALIZE ON THE EXISTING KEEN SPIRIT AND ENTHUSIAM [sic] WITH THE ULTIMATE GOAL OF IMPROVING OUR FUTURE SHIPHANDLERS, I HAVE ESTABLISHED SHIPHANDLING COMPETITIONS FOR JUNIOR OFFICERS.

2. THE PROGRAM WILL BE PLACED IN EFFECT AS OF 1 JANUARY 1971 ON AN ANNUAL BASIS WITH THE SELECTION PROCESS CONTINUING THROUGHOUT THE YEAR. TYCOM WINNERS WILL BE ANNOUNCED BY 1 FEBRUARY 1972 AND EACH YEAR THEREAFTER.

3. ELGIBLE [sic] CONTESTANTS WILL BE COMPRISED OF ALL LINE OFFICERS ON A VOLUNTARY BASIS IN THE GRADE OF LCDR AND BELOW EXCEPT COMMANDING OFFICERS AND LCDRS SERVING AS EXECUTIVE OFFICERS.

4. THE COMPETITION REQUIRES THAT COMMANDING OFFICERS EXPAND JUNIOR OFFICER SHIPHANDLING OPPORTUNITIES. DETAILED PROGRAM PLANS WITH INDIVIDUAL SYSTEM PROGRAM PROGRESS EVALUATION WILL BE PROMULGATED AND ADMINISTERED BY TYCOMS. THE SPECIFIC STANDARDS RELATING TO INDIVIDUAL MISSION ORIENTED OPERATIONS CONCERNING VARIOUS SHIPHANDLING EVOLUTIONS, OOD TACTICS AND SEAMANSHIP CAPABILITIES WILL BE ESTABLISHED BY TYCOMS. WRITTEN EXAMINATIONS ARE CONSIDERED INAPPROPRIATE AS CRITERIA FOR THIS COMPETITION.

5. EACH UNIT C.O. WILL SELECT THE BEST CANDIDATE FROM HIS SHIP, IRRESPECTIVE OF TIME ON BOARD AND PREVIOUS SEA DUTY. CANDIDATE NAMES, ACCOMPANIED BY TYCOM-PROVIDED STANDARD EVALUATION SHEETS, WILL BE SUBMITTED TO APPROPRIATE EVALUATION BOARDS. WHEN FEASIBLE, DIVISION/SQUADRON COMMANDERS WILL OBSERVE AND EVALUATE JO SHIPHANDLING PERFORMANCES.

6. THE NUMBER OF AWARD WINNERS WILL BE DETERMINED BY TYCOMS. COMPETITIVE GROUPINGS WILL BE GENERALLY BY SQUADRON, OR DIVISION IN THOSE TYCOMS WHERE SQUADRONS DO NO NOT EXIST, EXCEPT WHERE SIGNIFICANTLY DISSIMILAR TYPES OF SHIPS ARE ASSIGNED TO THE ORGANIZATION. IN SUCH CASES, TYCOMS MAY UTILIZE APPROPRIATE SHIP TYPE, COMPETITIVE GROUPS.

7. SUBJECT TO ELGIBILITY [sic] AND QUALIFICATION, WINNERS WILL BE REWARDED BY HAVING THE PREROGATIVE OF NAMING THEIR NEXT NORMAL ASSIGNMENT SUCH AS SHIP TYPE /HOMEPORT/DESTROYER SCHOOL/PG STUDY/AREA OF CONUS SHORE DUTY/OVERSEAS DUTY. INDIVIDUAL OFFICERS ARE ELGIBLE [sic] FOR ONLY ONE AWARD WHILE SERVING AT A SINGLE DUTY STATION. A SUITABLE TITLE FOR THE AWARD WILL BE PROVIDED AT A LATER DATE.

8. FLEET COMMANDERS IN CHIEF WILL AWARD LETTERS OF COMMENDATION TO WINNERS.

9. I RECOGNIZE THAT EXPANDED SHIPHANDLING BY JUNIOR OFFICERS INCREASES THE RISK OF MINOR MATERIAL DAMAGE TO OUR SHIPS AND OUR PIERS AND BUOYS. IF WE ARE TO ENCOURAGE C.O.’S FULLY TO IMPLEMENT THIS POLICY, RESPONSIBLE COMMANDERS MUST NOT PENALIZE C.O.’S FOR EVERY SCRAPE OR DENT WHICH RESULTS. I WILL FULLY SUPPORT C.O.’S IN SUCH SITUATIONS AND EXPECT OTHER RESPONSIBLE COMMANDERS TO DO THE SAME. E. R. ZUMWALT, JR., ADMIRAL, U.S. NAVY, CHIEF OF NAVAL OPERATIONS.
