REASSIGNMENT OF COMMUNICATION WATCH OFFICER (CWO)/ REGISTERED PUBLICATION SYSTEM (RPS) DUTIES

1. PILOT PROGRAMS TO TEST AND EVALUATE THE FEASIBILITY OF PERMITTING WARRANT OFFICERS (WO’S W-1 THRU W-4) AND SENIOR PETTY OFFICERS (SPO’S E-6 THRU E-9) TO ASSUME CWO DUTIES, AND WO’S (W-1 THRU W-4) AND CPO’S (E-7 THRU E-9) TO ASSUME RPS CUSTODIAN DUTIES HAVE BEEN INITIATED. THESE PROGRAMS, IF SUCCESSFUL, ARE INTENDED TO UPGRADE THE DUTIES AND INCREASE STATURE OF WO’S AND SPO’S AND RELEASE JUNIOR OFFICERS FOR MORE OPERATIONALLY ORIENTED ASSIGNMENTS. WO’S AND SPO’S SELECTED FOR THIS PROJECT WILL BE GIVEN NECESSARY SCHOOLS AND TRAINING BEFORE ASSUMING THEIR DUTIES.

2. IN ORDER TO ACCOMPLISH THE ABOVE, CINCLANTFLT AND CINCPACFLT HAVE BEEN REQUESTED TO DESIGNATE PARTICIPATING SHIPS, OBTAIN EVALUATIONS AND RECOMMENDATIONS FROM THE PARTICIPATING COMMANDS AND MAKE RECOMMENDATIONS FROM THE PARTICIPATING COMMANDS AND MAKE RECOMMENDATIONS TO THE CNO. A FINAL DECISION ON NAVY-WIDE APPLICABILITY CAN BE EXPECTED IN ABOUT 13 MONTHS.  E. R. ZUMWALT, JR., ADMIRAL, U.S. NAVY, CHIEF OF NAVAL OPERATIONS.
