RECRUIT TRAINING COMMANDS FILE WITHOUT ACTION CIVILIAN CLOTHING ON NAVAL SHORE ESTABLISHMENTS

1. THROUGHOUT THE YEARS, THE NAVY HAS BEEN AWARE OF THE STYLES OF THE TIMES AND HAS ATTEMPTED TO BE RESPONSIVE TO THEM INSOFAR AS PRACTICABLE. AS A RULE THE NAVY FOLLOWS CIVILIAN CUSTOMS OF DRESS AND GROOMING EXCEPT WHERE THEY CONFLICT WITH SMART NEAT APPEARANCE OR WITH MILITARY DUTIES.

2. A RECENT SURVEY INDICATES LACK OF UNIFORMITY AMONG MANY SHORE ESTABLISHMENTS IN CIVILIAN CLOTHING REGULATIONS. IN ORDER TO MAINTAIN UNIFORMITY OF ACTION THROUGHOUT THE NAVAL ESTABLISHMENT, COMMANDING OFFICERS OF SHORE STATIONS WILL NORMALLY PERMIT ALL ENLISTED PERSONNEL TO WEAR CIVILIAN CLOTHING AT ALL BASE FACILITIES WHEN OFF DUTY OR OUTSIDE OF NORMAL WORKING HOURS. AS AN EXAMPLE, CIVILIAN CLOTHING SHOULD BE AUTHORIZED IN MESS HALLS FOR THE EVENING MEAL, ON WEEKENDS AND ON HOLIDAYS AS WELL AS IN THE BARRACKS OUTSIDE OF NORMAL WORKING HOURS. IT IS RECOGNIZED THAT THIS WILL REQUIRE APPROPRIATE EMPHASIS ON IDENTIFICATION, E.G., SHOWING ID CARDS AND MESSHALL PASSES. PERSONNEL MUST BE AWARE OF THEIR RESPONSIBILITY TO FULLY COOPERATE IF THIS PROGRAM IS TO SUCCEED.

3. THIS RELAXATION OF UNIFORM REQUIREMENTS IS INTENDED TO BOLSTER THE PRIDE AND ESPRIT DE CORPS GENERATED WHEN THE NAVY UNIFORM IS WORN. E. R. ZUMWALT, JR., ADMIRAL, U. S. NAVY, CHIEF OF NAVAL OPERATIONS.
