RETENTION STUDY GROUP PROGRESS REPORT

1. THE FIRST FOUR RETENTION STUDY GROUPS HAVE NOW MET AND PROVIDED 200-300 SPECIFIC RECOMMENDATIONS, MOST OF WHICH ARE NOW BEING STAFFED. MANY OF THOSE WHICH INVOLVED LEGISLATIVE OR FUNDING CONSTRAINTS WILL TAKE TIME TO IMPLEMENT, BUT OTHERS CAN BE EFFECTED MORE QUICKLY. RETENTION STUDY GROUP RECOMMENDATIONS HAVE, FOR EXAMPLE, GENERATED RECENT NAVOPS ANNOUNCING IMPROVED POST DEPLOYMENT LEAVE POLICIES, RAISED CHECK CASHING CEILINGS, IMPROVED NAS AIRCRAFT SERVICES, AND RESULTED IN COMMITMENTS OF 30 DAYS LEAVE ON PCS ORDERS.

2. ON 28 SEPTEMBER THE FIRST ENLISTED RETENTION STUDY GROUP AND THEIR WIVES WILL CONVENE IN WASHINGTON TO DISCUSS CHANGES AND RECOMMENDATIONS WHICH THEY FEEL I SHOULD CONSIDER TO IMPROVE ENLISTED RETENTION. THE INITIAL GROUP OF 8–10 MEN WILL BE DRAWN FROM THE AVIATION COMMUNITY AND WILL BE FOLLOWED BY SIMILAR GROUPS OF YOUNG PETTY OFFICERS FROM THE MINE, DESTROYER, AMPHIBIOUS, SUBMARINE AND SERVICE FORCES. STUDY GROUP PARTICIPANTS WILL BE SELECTED BY TYPE COMMANDERS, WILL BE DRAWN FROM THOSE IN THEIR FIRST OR SECOND TERM OF ENLISTMENT, AND WILL REPRESENT A CROSS SECTION OF RATES AND RATINGS.

3. WITHIN THE NEXT 30 DAYS I INTEND TO ANNOUNCE A SCHEDULE FOR RETENTION STUDY GROUPS WHICH WILL BE CONVENED TO DISCUSS PROBLEMS PERTAINING TO THE STAFF CORPS AND OTHER SPECIALIZED NAVAL COMMUNITIES IN ADDITION TO A SPECIAL CONFERENCE OF MINORITY OFFICERS AND ENLISTED MEN WHO WILL BE CONVENED NEXT MONTH TO PROPOSE INITIATIVES AFFECTING MINORITY GROUPS.
