1. ALTHOUGH IMPROVEMENTS HAVE BEEN MADE, YEARS OF LIMITED FUNDS FOR CONSTRUCTION AND MAINTENANCE HAVE RESULTED IN FAR TOO MANY SUBSTANDARD LIVING QUARTERS AND PERSONNEL SUPPORT, WELFARE, AND RECREATION FACILITIES WHICH ARE MOST DETRIMENTAL TO THE RETENTION OF THE NAVY MAN, OUR MOST VALUABLE RESOURCE.

2. REFERENCE (A) ANNOUNCES AND EMPHASIZES A NEW PROGRAM FOR THE IMPROVEMENT OF SHORE ESTABLISHMENT HABITABILITY, AND APPOINTED RADM W. M. ENGER, CEC, USN, THE CHIEF OF CIVIL ENGINEERS, AS THE PROJECT MANAGER TO IMPLEMENT THIS VITAL PROGRAM.

3. THIS PROGRAM IS CENTERED ABOUT MAKING SIGNIFICANT HABITABILITY IMPROVEMENTS TO THE SHORE ESTABLISHMENT ON A SELF-HELP BASIS UTILIZING THE UNIQUE CONSTRUCTION SKILLS OF NAVY SEABEES IN SPEARHEADING WELFARE AND MORALE PROJECTS AND LEADING THE SHORE ESTABLISHMENT TOWARD MAXIMUM UTILIZATION OF OTHER NAVY RATINGS IN IMPROVING THEIR OWN PERSONNEL SUPPORT FACILITIES. DETAILED GUIDANCE ON THE ADMINISTRATION OF SELF-HELP PROGRAM IS CONTAINED IN REFERENCE (B).

4. SPECIFIC AREAS TO BE GIVEN PRIORITY ATTENTION FOR IMMEDIATE ACCOMPLISHMENT NEAREST FLEET CONCENTRATIONS INCLUDE LIVING FACILITIES, TEMPORARY LODGINGS, PARKING FACILITIES, TRAILER PARKS, LOCKER CLUBS AND RECREATION CLUBS AND WELFARE FACILITIES.

5. THE IMPACT AND IMPORTANCE OF THIS PROGRAM IN ENHANCING ALL ASPECTS OF A NAVY CAREER CANNOT BE OVER-EMPHASIZED, AND EARLY ALLOCATION AND EFFECTIVE USE OF MANPOWER AND FUNDING RESOURCES MUST BE MADE TO FULLY IMPLEMENT THIS CONCEPT AS RAPIDLY AS POSSIBLE. LOCAL INITIATIVES WITH RESPECT TO THIS PROGRAM ARE DESIRED AND ARE TO BE ENCOURAGED TO THE UTMOST.

6. ALL APPROPRIATE SHORE ACTIVITY COMMANDERS ARE TO DEVELOP A PRIORITY LIST OF PROJECTS THAT REFLECT PLANNED SELF-HELP IMPROVEMENTS AND TO APPOINT A LOCAL PROJECT MANAGER TO SUPERVISE THE PROGRAM. THE CHIEF OF CIVIL ENGINEERS HAS INDICATED TO ALL MAJOR CLAIMANTS, BY SEPARATE CORRESPONDENCE, THE MANNER IN WHICH THE INITIAL LIST IS TO BE PREPARED. I EXPECT TO BE BRIEFED BY THE SENIOR OFFICER PRESENTING THE LOCAL SELF-HELP PROJECT MANAGER ON THE PRIORITY LIST AND THE PROGRESS OF THIS PROGRAM ON ALL MY TRIPS OUTSIDE OF THE WASHINGTON AREA COMMENCING IN OCTOBER 1970.
