SERVICES TO CREWS OF TRANSIENT AIRCRAFT

1. PERSONAL SERVICES AND SUPPORT PROVIDED BY NAVAL AIR STATIONS TO CREWS OF TRANSIENT AIRCRAFT DIRECTLY AFFECT FLIGHT SAFETY, MORALE, AND EFFICIENCY IN THE NAVY.

2. TO ENSURE THAT A HIGH STANDARD OF PERFORMANCE IS MAINTAINED IN THIS AREA, ACTIVITIES PROCESSING TRANSIENT MILITARY AIRCRAFT WILL PROVIDE, AS A MINIMUM, THE FOLLOWING ASSISTANCE:

A. AN OFFICER OR CPO WILL MEET EVERY TRANSIENT AIRCRAFT OR FLIGHT OR AIRCRAFT UPON ARRIVAL, AND ENSURE PROPER AIRCRAFT SERVICING.

B. TRANSPORTATION WILL BE PROVIDED BETWEEN OPERATING LINES AND OPERATING AREAS AND TO QUARTERS AND MESSING FACILITIES FOR ALL CREW MEMBERS.

3. IN THE EVENT QUARTERS AND/OR MESSING FACILITIES ARE NOT ADEQUATE OR AVAILABLE, TRANSPORTATION SHALL BE FURNISHED BOTH TO AND FROM THE NEAREST PLACE OFF STATION WHERE SUITABLE FACILITIES MAY BE PROCURED. QUARTERS DECLARED INADEQUATE FOR PERMANENT PERSONNEL SHALL ALSO BE CONSIDERED INADEQUATE FOR TRANSIENT FLIGHT CREWS, BUT MAY BE UTILIZED ON A VOLUNTARY BASIS. OPERATIONS SNACK BARS OR VENDING MACHINES ARE NOT CONSIDERED ADEQUATE FOR THE EVENING MEAL.

4. COMMANDING OFFICERS ARE ENCOURAGED TO PROVIDE ADDITIONAL BENEFITS FOR TRANSIENT PERSONNEL, SUCH AS SEPARATE AREAS IN OPEN OR CLOSED MESSES WHERE FLIGHT CLOTHING MAY BE WORN, ETC.

5. CONSISTENT WITH OPERATIONAL AND TRAINING REQUIREMENTS, COMMANDERS AUTHORIZING FLIGHTS AWAY FROM HOME BASES WILL EXERCISE EVERY EFFORT TO MINIMIZE THE NEED FOR TRANSIENT SERVICES AT ENROUTE [sic] AND TERMINAL FACILITIES DURING THE HOURS OF 2400 TO 0800 LOCAL TIME. ADVANCE NOTIFICATION OF FLIGHTS ARRIVING OR DEPARTING BETWEEN THESE TIMES WILL, WHEN FEASIBLE, BE GIVEN.

6. IT IS RECOGNIZED THAT CURRENT AUSTERE PERSONNEL AND FINANCIAL RESOURCES WILL CREATE DIFFICULTIES IN IMPLEMENTING THIS POLICY. HOWEVER IT IS STRONGLY HELD THAT A COOPERATIVE ATTITUDE AND SENSE OF TEAM WORK [sic] ON THE PART OF BOTH BASE AND TRANSIENT PERSONNEL WILL CONTRIBUTE GREATLY IN ALLEVIATING RESULTING PROBLEMS.

7. PERIODIC SURVEYS OF AVIATION FACILITIES WILL BE CONDUCTED IN ORDER TO ASSESS THE QUALITY OF SERVICES PROVIDED AND A CONTINUING PROGRAM INITIATED TO RECOMMEND FURTHER IMPROVEMENTS WHICH CAN BE MADE.
