AVIATION SQUADRON COMMAND

1. THERE ARE OFFICERS OF THE RANK OF LCDR WHO HAVE CONSISTENTLY DISPLAYED THE QUALITIES OF LEADERSHIP AND MANAGEMENT AND HAVE ATTAINED AN EXPERIENCE LEVEL CONSISTENT WITH THE MOST STRINGENT COMMAND SELECTION CRITERIA. TO PROVIDE ADDITIONAL OPPORTUNITIES FOR THESE OUTSTANDING AVIATION OFFICERS (PILOTS AND NFO’S) TO ACHIEVE SIGNIFICANT RESPONSIBILITY EARLIER IN THEIR CAREERS, THE RANK OF THE CO, XO AND ALL DEPARTMENT HEAD BILLETS WILL BE LOWERED IN FOUR AVIATION SQUADRONS, PERMITTING HIGHLY QUALIFIED LCDR’S TO ATTAIN AVIATION COMMAND.

2. PERSONNEL IN THESE FOUR SQUADRONS WILL BE SELECTED TO ACCOMMODATE THIS REDUCED RANK STRUCTURE. LCDR CO/XO WILL BE SELECTED BY FY 71 AVIATION COMMAND SCREENING BOARD CONVENING IN NOVEMBER, TO REPORT SPRING 71. E. R. ZUMWALT, JR., ADMIRAL, U.S. NAVY, CHIEF OF NAVAL OPERATIONS.
