ENLISTED REQUESTS TO REMAIN ON SEA DUTY

A. TRANSMAN NAVPERS 159098

1. AS PART OF THE CONTINUING EFFORT TO SATISFY INDIVIDUAL DUTY PREFERENCES, THIS NAVOP IMPLEMENTS A POLICY WHEREBY CAREER NAVYMEN [sic] SERVING ON SEA DUTY MAY REQUEST SUCCESSIVE SEA TOUR EXTENSIONS IN INCREMENTS OF TWO YEARS.

2. THE FIRST TWO YEAR EXTENSION IS GUARANTEED, THE SECOND OR SUBSEQUENT EXTENSION WILL NORMALLY BE APPROVED EXCEPT FOR RATINGS WHERE UNLIMITED SEA TOUR EXTENSIONS ARE NOT IN THE BEST INTERESTS OF THE MAJORITY OF PERSONNEL AND THE NAVY.

3. THE PROVISIONS OF ARTICLES 3.35 AND 28.45 OF REF A WHICH ARE IN CONFLICT WITH THIS NAVOP ARE HELD IN ABEYANCE.

4. IN ORDER TO BE ELIGIBLE TO RECEIVE APPROVAL OF TWO YEAR SEA EXTENSIONS, PERSONNEL MUST:

A. BE A PETTY OFFICER THIRD CLASS OR ABOVE SERVING IN ARDUOUS SEA DUTY (TYPE 2), OVERSEAS SHORE DUTY (TYPE 3), NON-ROTATED ARDUOUS SEA DUTY (TYPE 4) OR PREFERRED SEA DUTY (TYPE 5).

B. NOT BE UNDER PCS ORDERS.

C. BE NEARING ELIGIBILITY FOR ROTATION TO SHORE DUTY. PERSONNEL SERVING IN RATINGS/RATES/NECs CENTRALLY ASSIGNED BY CHNAVPERS MUST BE WITHIN ONE YEAR AND NOT LESS THAN 6 MONTHS OF EXPIRATION OF BOTH THEIR PRESCRIBED SEA TOUR (PST) AND ACTIVITY TOUR COMPLETION DATE (TCD). PERSONNEL ROTATED BY THE SEAVEY PROGRAM MUST HAVE A SEA DUTY COMMENCEMENT DATE (SDCD) PUBLISHED FOR THEIR RATE IN THE LATEST SEAVEY NOTICE, AND IN ADDITION, IF SERVING IN EITHER TOURED SEA DUTY (TYPES 3, 4, AND 5) OR BILLETS CONTROLLED BY CHNAVPERS – THEY MUST BE FURTHER ELIGIBLE, BY TCD, FOR ENTRY INTO SEAVEY (SECOND PARA OF ARTICLE 3.22 OF REF A REFERS).

5. ALTHOUGH SOME EXCEPTIONS WILL BE NECESSARY, EVERY EFFORT WILL BE MADE TO ALLOW PERSONNEL RECEIVING SEA EXTENSIONS APPROVALS TO REMAIN ON BOARD CURRENT DUTY STATION IF THEY ARE SERVING IN SEA GOING UNITS (TYPE 2).

6. THE FOLLOWING INFORMATION IS PERTINENT TO PERSONNEL REQUESTING SEA TOUR EXTENSIONS WHO ARE SERVING IN SEA ACTIVITIES OTHER THAN TYPE 2 SEA DUTY:

A. APPROVAL OF SEA EXTENSION FOR PERSONNEL SERVING IN OVERSEAS SHORE DUTY (TYPE 3), NON-RATED SHIPS (TYPE 4), AND PREFERRED SEA DUTY (TYPE 5) WILL RESULT IN TRANSFER TO A SEA GOING UNIT (TYPE DUTY 2 OR 4) FOR TWO YEARS INSTEAD OF EITHER EXTENSION AT CURRENT STATION OR ASSIGNMENT TO SHORE DUTY. REQUESTS FOR EXTENSION AT CURRENT DUTY STATION FOR PERSONNEL SERVING IN THESE DUTY TYPES ARE SEPARATE FROM THIS PROGRAM AND WILL BE MADE IN ACCORDANCE WITH APPLICABLE PROVISIONS OF REF A. EXCEPTION IS MADE FOR PERSONNEL SERVING IN TYPE 5 DUTY WHO ARE EXEMPTED FROM “NEUTRAL” STATUS BY ARTICLE 3.54 OF REF A – WHO WILL BE CONSIDERED FOR 2 YEAR EXTENSION IN TYPE 5 DUTY.

7. ALL PERSONNEL REQUESTING SEA EXTENSIONS WILL RECEIVE MAXIMUM CONSIDERATION OF THEIR DUTY PREFERENCES.

8. PROCEDURES FOR SUBMISSION OF REQUESTS:

A. PERSONNEL SERVING IN RATES/RATINGS/NECs CENTRALLY ASSIGNED BY CHNAVPERS MAY REQUEST CONTINUATION ON SEA DUTY BY INDICATING SEA DUTY AS THEIR FIRST BROAD PREFERENCE AND BY ENTERING “DESIRE TO REMAIN AT SEA” IN THE ADDITIONAL REMARKS SECTION OF THE DUTY PREFERENCE CARD. NO SPECIAL REQUESTS ARE NECESSARY. PERSONNEL WITH THIS INFORMATION ON THEIR PREFERENCE CARDS WILL BE AUTOMATICALLY CONSIDERED FOR FIRST AND SUBSEQUENT EXTENSION. HOMEPORT AND SHIP TYPE PREFERENCES SHOULD ALSO BE ENTERED ON THE APPROPRIATE PORTIONS OF THE CARD. UPDATED PREFERENCE CARDS INDICATING THIS INFORMATION MUST REACH BUPERS RATING CONTROL OFFICERS NOT LATER THAN 6 MONTHS PRIOR TO EITHER CURRENT ACTIVITY TOUR COMPLETION DATE (TCD) OR EXPIRATION OF PREVIOUSLY APPROVED SEA EXTENSION. UPON APPROVAL OF THE REQUEST BY CHNAVPERS, THE DETAILER WILL TAKE ANY REASSIGNMENT ACTION NECESSARY. HE WILL THEN ESTABLISH THE TCD FOR THE PRESCRIBED AREA TOUR IF THE INDIVIDUAL IS TO BE TRANSFERRED TO A TYPE DUTY 4 OVERSEAS ACTIVITY OR FOR A TWO YEAR SEA TOUR IF THE INDIVIDUAL WILL BE SERVING AT A TYPE 2 OR 5 ACTIVITY.

B. PERSONNEL SERVING IN RATES/RATINGS/NECs WHOSE ASSIGNMENTS ARE CONTROLLED THROUGH SEAVEY PROCEDURES (INCLUDING THOSE WHOSE RATINGS ARE IN SEAVEY BUT THEY ARE ATTACHED TO A BILLET CONTROLLED BY CHNAVPERS) MAY REQUEST CONTINUATION OF SEA DUTY THROUGH SEAVEY BY ENTERING 9-9 IN BLOCKS 1 AND 2 OF THEIR SEAVEY ROTATION DATA CARDS (CHAPTERS 3 OF REF A REFERS). BLOCKS 3, 4, 5, AND 6 WILL CONTAIN NORMAL SHORE DUTY PREFERENCES. HOMEPORT AND SHIP TYPE PREFERENCES WILL BE ENTERED IN BLOCK 11. BLOCK 11 WILL ALSO INDICATE SHORE BROAD DUTY PREFERENCES (E.G. 1-1, 1-5, 1-6, ETC.). REQUESTS WILL BE MADE AT THE TIME OF INITIAL SUBMISSION OF SEAVEY ROTATION DATA CARDS OR BY THE DUTY PREFERENCE CHANGES ANYTIME PRIOR TO ISSUANCE OF SHORE DUTY ORDERS. UPON APPROVAL OF THE REQUESTS BY CHNAVPERS THE FOLLOWING ACTION WILL BE TAKEN:

(1) FOR PERSONNEL SERVING IN TYPE 2, SEA DUTY: BUPERS RATE CONTROLLERS WILL ISSUE A 2 YEAR SEA EXTENSION. PERSONNEL WILL BE NOTIFIED OF APPROVALS BY RECEIPT OF A SEA EXTENSION CARD. THE ACTIVITY ENLISTED DISTRIBUTION AND VERIFICATION REPORT WILL CONTAIN A 27 IN COLUMN “WHISKEY” TO INDICATE A SEA EXTENSION AND COLUMN “VICTOR” WILL INDICATE THE MONTH AND YEAR OF EXPIRATION.

(2) FOR PERSONNEL SERVING IN OVERSEA SHORE DUTY (TYPE 3), NON-ROTATED ARDUOUS SEA DUTY (TYPE 4) AND PREFERRED SEA DUTY (TYPE 5): NOTIFICATION WILL BE MADE BY RECEIPT OF VEY ORDERS TO ANOTHER SEA ACTIVITY. INDIVIDUALS IN THIS CATEGORY WILL LOSE THEIR VEY STATUS. THEREFORE, AFTER REPORTING TO NEW SEA DUTY STATION THEY MAY REQUEST SEA EXTENSION IN THE NEXT REGULAR SEAVEY SUBMISSION IN ACCORDANCE WITH THE 8B ABOVE AND NOTIFICATION OF APPROVAL WILL BE MADE IN ACCORDANCE WITH 8B(1) ABOVE. INDEFINITE SEA EXTENSIONS NOW IN EFFECT FOR PERSONNEL SERVING IN DUTY TYPES 2, 4, AND 5, WILL BE MODIFIED TO 2 YEAR EXTENSIONS BY CHNAVPERS RATE CONTROLLERS TO EXPIRE 2 YEARS FROM DATE OF MODIFICATION. PERSONNEL UNDER THE SEAVEY ROTATION PLAN MUST REQUEST RENEWAL NOT EARLIER THAN 1 YEAR NOR LATER THAN 6 MONTHS PRIOR TO EXPIRATION OF THEIR EXISTING EXTENSION. THESE REQUESTS WILL BE SUBMITTED BY LETTER TO CHNAVPERS VIA THE COGNIZANT EPDO.

9. IN THE EVENT SECOND OR SUBSEQUENT SEA EXTENSIONS REQUESTS RECEIVE UNFAVORABLE CONSIDERATION, INDIVIDUALS WILL BE NOTIFIED BY LETTER STATING THE REASONS THEREFORE.

10. REQUESTS FOR PREMATURE CANCELLATION OF SEA EXTENSIONS WILL BE MADE BY LETTER TO CHNAVPERS VIA THE COGNIZANT EPDO STATING REASONS THEREIN. NORMALLY, REQUESTS FOR CANCELLATION WILL NOT BE APPROVED UNTIL INDIVIDUALS HAVE SERVED AT LEAST ONE YEAR OF THE EXISTING EXTENSION – UNLESS CIRCUMSTANCES OF AN UNUSUAL NATURE EXIST, SUCH AS: A HARDSHIP.

11. COMMANDING OFFICERS ARE REQUESTED TO GIVE WIDE DISSEMINATION WITHIN THEIR RESPECTIVE COMMANDS TO THE POLICIES CONTAINED HEREIN AND TO ENSURE THAT CAREER COUNSELORS AND THOSE ADMINISTRATIVE PERSONNEL WHO WILL BE PROCESSING SEA EXTENSION REQUESTS ARE FAMILIAR WITH THESE PROCEDURES.

12. THIS NAVOP IS CANCELLED WHEN ITS PROVISIONS HAVE BEEN INCORPORATED IN A FORTHCOMING CHANGE TO REF A AND FOR RECORD PURPOSES NOT LATER THAN 1 OCTOBER 1970.
