FORCES AFLOAT LIBERY POLICY

1. IN ORDER TO INCREASE LEAVE AND LIBERTY OPPORTUNITIES FOR OUR FORCES AFLOAT, I AM DESIROUS OF IMPLEMENTING, WHENEVER PRACTICABLE, POLICIES FOR SIX SECTION WATCH ORGANIZATIONS AND POOLED FORCES FOR SHIP NEST EMERGENCY ACTIONS.

2. EFFECTIVE UPON RECEIPT, THE FOLLOWING POLICIES SHALL BE ESTABLISHED:

A. LEAVE AND LIBERTY WILL BE REGULATED IN SUCH A MANNER THAT SHIPS COMPANY PERSONNEL SHALL BE REQUIRED ON BOARD AND READY FOR DUTY AT ALL TIMES, AS A MINIMUM, AS PRESCRIBED BELOW WHEN DEFCONS FOUR AND FIVE ARE PRESCRIBED.

1. SHIPS IN CONUS, ALASKA, HAWAII, BERMUDA, U.S. CARIBBEAN, AND CANADIAN PORTS – ONE SIXTH.
2. SHIPS HOMEPORTED OVERSEAS IN HOMEPORT – ONE FOURTH.
3. SHIPS AWAY FROM HOMEPORT OTHER THAN THOSE NOTED IN SUBPARA A.1. ABOVE – ONE FOURTH.

B. MORE RIGOROUS REQUIREMENTS MAY BE IMPOSED IN MOST UNUSUAL CIRCUMSTANCES BY THE FLEET COMMANDER IN CHIEF, SOPA OR OTHER COMPETENT AUTHORITY. IT IS RECOGNIZED THAT NUCLEAR POWER PLANT AND WEAPONS SECURITY REQUIREMENTS MAY REQUIRE SUCH DEVIATIONS.

C. WHENEVER TWO OR MORE SHIPS ARE NESTED TOGETHER OR MOORED IN PROXIMITY, THE REQUIREMENTS FOR EMERGENCY ACTION TEAMS AND INDIVIDUAL SHIP WATCHSTANDERS SHALL BE MET BY COMBINING TO THE MAXIMUM PRACTICABLE EXTENT THE QUALIFIED CREW MEMBERS FROM EACH OF THE SHIPS.

3. EXCEPTIONS TO THE ABOVE POLICY SHALL BE REPORTED TO FLEET COMMANDERS IN CHIEF AND CNO BY THE AUTHORITY AUTHORIZING THE EXCEPTION.

4. I HAVE ASKED FLEET COMMANDERS IN CHIEF FOR STATUS REPORTS BY 15 OCTOBER ON THEIR DEGREE OF SUCCESS IN IMPLEMENTING THIS LIBERTY POLICY.

5. THIS NAVOP IS CANCELLED FOR RECORD PURPOSES ON 31 DECEMBER 1970. E. R. ZUMWALT, JR., U.S. NAVY, CHIEF OF NAVAL OPERATIONS.
