A. TRANSMAN, SECTION 16.2

1. TO IMPROVE SERVICE TO THE INDIVIDUAL DESIRING AN EXCHANGE OF DUTY WITH ANOTHER MEMBER OF THE SERVICE I HAVE DIRECTED THE CHIEF OF NAVAL PERSONNEL TO IMPLEMENT ON 1 SEPTEMBER 1970 A CENTRALIZED AND AUTOMATED EXCHANGE OF DUTY PROGRAM. AN INDIVIDUAL MAY THEN REQUEST A “SWAP” DIRECTLY TO THE CHIEF OF NAVAL PERSONNEL REQUIRING ONLY AN ENDORSEMENT BY HIS COMMANDING OFFICER. THIS WILL RELIEVE THE BURDEN OF THE INDIVIDUAL TO NEGOTIATE HIS OWN “SWAP”.

2. ONE OFFICER AT THE BUREAU OF NAVAL PERSONNEL WILL CONTROL THE FLOW OF ALL REQUESTS FOR EXCHANGE OF DUTY, WHETHER THEY ARE FOR AN INTERFLEET OR INTRAFLEET TRANSFER. REQUESTS RECEIVED WHICH ARE FAVORABLY RECOMMENDED WILL BE PROCESSED AND PLACED IN AN EXCHANGE OF DUTY FILE. WEEKLY THE EXCHANGE OF DUTY REQUEST CARDS WILL BE MATCHED USING COMPUTER TECHNIQUES. MATCHING CARDS WILL BE SENT TO THE APPROPRIATE RATING CONTROL OFFICERS WITHIN BUPERS FOR DETERMINATION OF FEASIBILITY. WHEN THE EXCHANGE IS NEGOTIABLE IT WILL BE ORDERED. IF NOT, THE CARDS WILL BE RETURNED TO THE FILE FOR CONTINUED WEEKLY MATCHING.

3. AN ADVANCE CHANGE TO REFERENCE (A) WILL BE FORTHCOMING STIPULATING ELIGIBILITY REQUIREMENTS OF OBLIGATED SERVICE, RATING, ONBOARD TIME, PERFORMANCE AND TRAVEL EXPENSE. IT WILL ADDITIONALLY SPECIFY THOSE PERSONS EXCLUDED FROM THIS PROGRAM AND THE PROPER PROCEDURES FOR SUBMISSION OF AN EXCHANGE OF DUTY REQUEST. E. R. ZUMWALT, JR., ADMIRAL, U. S.
