ACTION LINE TELEPHONE

1. IN ORDER TO ENCOURAGE A FREE EXCHANGE OF IDEAS AND RECOMMENDATIONS BETWEEN ALL PERSONNEL AND COMMAND ON WAYS TO IMPROVE ALL ASPECTS OF NAVY LIFE, I DESIRE THAT EACH MAJOR SHORE STATION/NAVAL BASE INSTALL AN ANSWERING DEVICE ON AT LEAST ONE TELEPHONE. THE DEVICE SHOULD SERVE AS A COMMUNICATIONS LINK BETWEEN STATION PERSONNEL AND THE AREA SERVICES AND BENEFITS COUNCIL, WHERE ESTABLISHED. IF A COUNCIL HAS NOT BEEN ESTABLISHED, THE COMMENTS OR RECOMMENDATIONS RECEIVED SHOULD BE EVALUATED BY THE EXECUTIVE OFFICER. RECOMMENDATIONS ARE TO BE TREATED AS IF THEY HAD BEEN SUBMITTED ON PAPER AND SHOULD BE FORWARDED TO THE COGNIZANT OFFICE FOR ACTION/RESPONSE. IN ADDITION, THE CALLER SHOULD BE NOTIFIED IF THE SUGGESTION IS ADOPTED.

2. I ALSO DESIRE CINCPACFLT AND CINCLANTFLT EACH TO DESIGNATE A CARRIER FOR SHIPBOARD PILOT PROGRAM OF THIS CONCEPT.

3. AS PRESCRIBED BY PARAGRAPH VA2 OF ENCLOSURE (1) TO SECNAVINST 2305.10A OF 8 JAN 1970, SUBJ: MONITORING OF TELEPHONE CONVERSATIONS, THE TELEPHONE RECORDING DEVICE ON THE ACTION LINE SHALL BE EQUIPPED WITH RECORDER CONNECTORS CONTAINING INSTRUMENTS WHICH AUTOMATICALLY EMIT A DISTINCT WARNING TONE REPEATED AT INTERVALS OF FROM TWELVE TO EIGHTEEN SECONDS. IN ADDITION, THE FOLLOWING TECHNICAL REQUIREMENTS ARE MANDATORY:

A. THE RECORDING DEVICE SHALL BE EMPLOYED ON ONLY TELEPHONE NUMBER CAPABLE OF BEING DIRECTLY DIALED AND SHALL BE SO CONFIGURED THAT IT CANNOT BE USED FOR OTHER THAN THE RECORDING OF COMMENTS BY BASE AND STATION PERSONNEL. TO THIS END, THE RECORDING DEVICE SHALL HAVE SOLE ACCESS TO THE DESIGNATED NUMBER DURING THE RECORDING PROCESS. THE TELEPHONE NUMBER TO WHICH THE RECORDING DEVICE IS ATTACHED SHALL NOT BE CAPABLE OF OUTWARD DIALING.

B. THE RECORDING DEVICE SHALL BE CONFIGURED TO PROVIDE A RECORDED TAPE INSTRUCTING CALLERS TO STATE THEIR COMMENTS. WHEN THEY DO, THE MESSAGE IS RECORDED.

4. SHORE STATIONS REPORT STATUS OF IMPLEMENTATION TO CHNAVPERS (PERS - P1) BY 1 JANUARY 1971. DESIGNATED SHIPS SUBMIT EVALUATION OF PROGRAM TO CHNAVPERS VIA CHAIN OF COMMAND BY 1 JUNE 1971. E. R. ZUMWALT, JR., ADMIRAL, U.S. NAVY, CHIEF OF NAVAL OPERATIONS.
