1. AT MAJOR SHORE STATIONS COMMERCIAL BANKS ARE AVAILABLE AS CHECK CASHING FACILITIES IN ADDITION TO THOSE CHECK CASHING SERVICES PROVIDED BY NAVY EXCHANGES AND MESSES. WHEN THERE IS NO CONVENIENT BANKING FACILITY OR, IN THE CASE OF AN EMERGENCY OUTSIDE BANKING HOURS, CHECK CASHING SERVICES MAY BE AVAILABLE ONLY AT NAVY EXCHANGES, MESSES, OR OTHER NONAPPROPRIATED FUND ACTIVITIES. REFERENCE A ESTABLISHES A CEILING OF $50 PER PERSON PER DAY FOR PERSONAL CHECKS CASHED BY NAVY EXCHANGES. IN THE PAST THERE HAS BEEN A LOWER CEILING ON CHECK CASHING AT MESSES AND OTHER NONAPPROPRIATED FUND ACTIVITIES FOR LOWER PAY GRADES.
2. TO STANDARDIZE PERSONAL CHECK CASHING CEILINGS AT ALL NAVAL ACTIVITIES AND TO PROHIBIT DISCRIMINATORY CEILINGS VARYING WITH PAY GRADE, A CEILING OF $50 PER PERSON PER DAY FOR PERSONAL CHECKS DRAWN BY OR IN FAVOR OF AUTHORIZED PATRONS SHALL BE ESTABLISHED AT ALL NAVAL ACTIVITIES WHICH PROVIDE CHECK CASHING SERVICES, EFFECTIVE IMMEDIATELY. NO DISTINCTION SHALL BE MADE ON THE BASIS OF AN INDIVIDUAL’S PAY GRADE. E. R. ZUMWALT, JR., ADMIRAL, U.S. NAVY, CHIEF OF NAVAL OPERATIONS.
