1. IN REF A, I ESTABLISHED THE MASTER CHIEF PETTY OFFICER OF THE COMMAND (MCPOC) PROGRAM, WHICH WAS AMPLIFIED BY REF B, AS A MANAGEMENT TOOL TO STIMULATE A MEANINGFUL DIALOGUE AMONG ALL LEVELS OF COMMAND AND TO ENHANCE COMMAND SENSITIVITY TO THE NEEDS OF ALL ENLISTED PERSONNEL. THROUGH THIS PROGRAM, THE LINES OF COMMUNICATION AND THE QUALITY OF NAVY LIFE HAVE BEEN SIGNIFICANTLY IMPROVED AND ALL LEVELS OF COMMAND, INCLUDING MYSELF, HAVE LEARNED MUCH FROM THE EXPERIENCE AND COUNSEL OF OUR CHIEF PETTY OFFICER COMMUNITY.

2. AS WITH MOST PROGRAMS, CHANGES ARE REQUIRED FROM TIME TO TIME TO ENSURE THEIR CONTINUED SUCCESS. AFTER TWO YEARS OF IN-DEPTH EVALUATION OF THE MCPOC PROGRAM, THE MASTER CHIEF PETTY OFFICER OF THE NAVY (MCPON) HAS RECOMMENDED, AND I HAVE APPROVED, SEVERAL CHANGES TO THE PROGRAM IN AN EFFORT TO ENSURE ITS VIABILITY.

THESE CHANGES ARE AS FOLLOWS AND ARE EFFECTIVE IMMEDIATELY:

A. THE MCPOC BILLETS FOR CNTECHTRA, COMNAVSECGRU, COMNAVTELCOM, AND COMUSNAVSO ARE DISESTABLISHED UPON COMPLETION OF THE INCUMBENT’S NORMAL TOUR. THESE BILLETS ARE BEING DELETED BECAUSE IT WAS DETERMINED THAT THE PERSONNEL OF THESE COMMANDS COULD BE REPRESENTED EQUALLY AS WELL BY THE MCPOC IN THE NEXT SENIOR ECHELON OF COMMAND.

B. ALL CURRENT MCPOC BILLETS ARE REDESIGNATED AS MCPOF (MASTER CHIEF PETTY OFFICER OF THE FLEET OR FORCE).

C. IN ORDER TO MORE APPROPRIATELY IDENTIFY THE ENLISTED REPRESENTATIVE FOR EACH NAVAL ACTIVITY, ALL SENIOR ENLISTED ADVISOR (SEA) CHIEF OF THE BOAT (COB), LEADING CHIEF PETTY OFFICER (LCPO), MASTER CHIEF PETTY OFFICER OF THE STATION (MCPOS), ETC. TITLES ARE CHANGED TO MCPOC (MASTER CHIEF PETTY OFFICER OF THE COMMAND), SCPOC (SENIOR CHIEF PETTY OFFICER OF THE COMMAND), OR CPOC (CHIEF PETTY OFFICER OF THE COMMAND) AS APPLICABLE.

D. NO BILLET TITLES ON MANPOWER AUTHORIZATIONS (OPNAV FORM 1000/2) ARE TO BE AUTHORIZED FOR MCPOC’S, SCPOC’S, OR CPOC’S, AND THEY ARE TO BE SELECTED FROM ON-BOARD ASSETS.

E. ALL ENTITLEMENTS PREVIOUSLY AUTHORIZED FOR MCPOC’S ARE RE-DESIGNATED FOR MCPOF’S ONLY, E.G. CONTINUATION OF SHORTAGE SPECIALTY PAY, ONE-TIME SPECIAL UNIFORM ALLOWANCE, AND RATING BADGE.

F. MCPOF’S WILL BE SELECTED FROM WITHIN A FLEET OR FORCE COMMANDER’S COGNIZANT ACTIVITIES WITHOUT REGARD FOR SELECTEE’S ELIGIBILITY FOR SHORE OR SEA DUTY.

G. THE MCPON AND MCPOF’S WILL BE ASSIGNED TO NEUTRAL DUTY (TYPE 5).

3. THIS MESSAGE SUPERSEDES REF A AND APPROPRIATE DIRECTIVES WILL BE ISSUED IN THE NEAR FUTURE TO OUTLINE IN DETAIL THE REVISED MCPOF/MCPOC PROGRAM, INCLUDING SELECTION AND ASSIGNMENT PROCEDURES FOR MCPOF’S AND MCPOC’S.

4. I ENCOURAGE ALL HANDS TO SUPPORT THIS REVISED MCPOF/MCPOC PROGRAM, FOR I AM CONFIDENT THAT IT WILL CONTINUE TO ENSURE OPEN AND ACTIVE LINES OF COMMUNICATION BETWEEN ALL ENLISTED PERSONNEL AND ME, THROUGH THEIR MCPOC/SCPOC/CPOC, MCPOF AND MCPON. E. R. ZUMWALT, JR., ADM, USN, CHIEF OF NAVAL OPERATIONS.
