CRYPTOGRAPHIC PROCEDURES AND POLICY (U)

1. (U) IT IS APPARENT THAT NOT ALL COMMANDS ARE ADHERING TO ESTABLISHED OFF-LINE AND ON-LINE CRYPTOGRAPHIC PROCEDURES AND POLICY.

2. (C) MAXIMUM UTILIZATION OF ON-LINE CRYPTOGRAPHIC SYSTEMS, FOR THE TRANSMISSION OF CLASSIFIED AND UNCLASSIFIED MESSAGE TRAFFIC, SHOULD BE STANDARD PROCEDURE AT ALL COMMANDS, AFLOAT AND ASHORE. THE UNNECESSARY EMPLOYMENT OF OFF-LINE CRYPTOGRAPHIC SYSTEMS RESULT IN EXCESSIVE DELAYS IN MESSAGE DELIVERY AND CREATES A SIZEABLE ADMINISTRATIVE BURDEN IN THE FORM OF OFF-LINE COMMUNICATIONS PROCESSING.

3. (C) WHERE ON-LINE PROCESSING IS NOT FEASIBLE, DUE TO SPECIAL HANDLING REQUIREMENTS (I.E. OEO), OR AUTODIN TERMINALS AND OTHER ON-LINE TERMINALS NOT CLEARED FOR HANDLING SPECAT, OR ABSENCE OF AN ON-LINE CAPABILITY, THE POLICY GUIDANCE CONCERNING EMPLOYMENT OF PERSONNEL AND SUPERVISION OF CLASSIFIED COMMUNICATIONS CONTAINED IN DNC 5(D) ARTICLE 2140 SHOULD BE FOLLOWED. AS INDICATED THERE ENLISTED PERSONNEL (INCLUDING NON-RATED) AS WELL AS COMMISSIONED OFFICERS AND WARRANT OFFICERS ARE AUTHORIZED TO PROCESS ON-LINE AND OFF-LINE COMMUNICATIONS WHEN PROPERLY CLEARED AND SPECIFICALLY DESIGNATED IN WRITING. IT IS EMPHASIZED THAT WHENEVER POSSIBLE QUALIFIED ENLISTED PERSONNEL SHOULD BE UTILIZED TO PROCESS OFF-LINE COMMUNICATIONS THEREBY RELEASING OFFICERS FROM THIS TIME COSUMING TASK FOR MORE IMPORTANT DUTIES.

4. (U) COGNIZANCE AND IMPLEMENTATION OF THESE PROCEDURES AT ALL LEVELS OF COMMAND WILL RESULT IN TIME SAVINGS IN THE MESSAGE DELIVERY PROCESS, EASE THE OVERALL COMMUNICATIONS WORK LOAD, AND REDUCE THE HEAVY ADMINISTRATIVE BURDEN ON JUNIOR OFFICERS.
