FORCES AFLOAT OPERATING TEMPO

1. IN ORDER TO INCREASE THE TIME IN HOME PORT FOR SHIPS OF THE ACTIVE FLEETS, AND ACHIEVE UNIFORMITY IN SHIP OPEATING [sic] TEMPO, I DESIRE TO ESTABLISH THE FOLLOWING POLICY FOR UNDERWAY PERIODS:

A. SHIPS OPERATING IN LOCAL OPAREAS SHALL BE UNDERWAY CONTINUOUSLY IN ANY ONE WEEK FROM THEIR HOME PORTS NO MORE THAN FROM MONDAY TO FRIDAY NOON.

B. WHERE LENGTHY TRANSIT TIMES WOULD MATERIALLY DECREASE PRODUCTIVE OPERATING TIME, SHIPS SHALL BE UNDERWAY CONTINUOUSLY IN ANY TWO WEEKS FROM THEIR HOME PORTS NO MORE THAN FROM A MONDAY TO THE WEDNESDAY NOON OF THE FOLLOWING WEEK FOLLOWED BY A FIVE DAY IN-PORT PERIOD.
