REVISED APPROACH TO SHORE PATROL STAFFING AND TRAINING

1. A REVISION IN SHORE PATROL STAFFING IS BEING STUDIED WITH A VIEW TOWARD IMPROVING THE PROFESSIONAL COMPETENCE OF PERSONNEL ASSIGNED SHORE PATROL DUTIES AND REDUCING THE REQUIREMENTS PLACED ON FLEET UNITS TO DIRECTLY SUPPORT SHORE PATROL REQUIREMENTS.

2. SCOPE OF THE PROPOSAL INCLUDES:

A. SHIFTING BILLETS (E-5 AND ABOVE) FROM CURRENT ASSETS TO SHORE DUTY BILLETS AT MAJOR FLEET CONCENTRATIONS BOTH IN CONUS AND OVERSEAS IN ORDER TO REDUCE OR ELIMINATE REQUIREMENTS FROM FLEET UNITS TO SUPPORT THE SHORE PATROL ESTABLISHMENT.

B. PROVIDING FORMAL TRAINING OF SEVERAL WEEKS DURATION AS A PREREQUISITE TO SHORE DUTY IN SHORE PATROL BILLETS. A ONE-WEEK INTERIM COURSE IS ANTICIPATED WHILE THE MORE EXTENSIVE COURSE IS BEING DEVELOPED.

C. A PILOT PROGRAM AT ONE MAJOR FLEET ACTIVITY TO COMMENCE IN EARLY CY 71. ANTICIPATE NORVA TO BE DESIGNATED AS COMPLEX FOR PILOT PROGRAM. E. R. ZUMWALT, JR., ADMIRAL, U.S. NAVY, CHIEF OF NAVAL OPERATIONS.
