PROFESSIONAL DEVELOPMENT PROGRAM

A. DOD DIRECTIVE 5500, 7-SERIES

1. MANY PROFESSIONAL OFFICERS, AT ONE TIME OR OTHER, HAVE HARBORED A DESIRE TO TAKE SIX MONTHS TO A YEAR TO FINISH A THESIS, TO EXAMINE THE INNER WORKINGS OF ANOTHER GOVERNMENT AGENCY, OR TO OBSERVE THE UP-TO-DATE TECHNIQUES OF A PRIVATE INDUSTRY, ETC. I HAVE AUTHORIZED THE DEVELOPMENT OF A PROGRAM WHICH PERMITS SELECTED OFFICERS TO SPEND UP TO ONE YEAR IN INDEPENDENT RESEARCH AND STUDY FOR PROFESSIONAL DEVELOPMENT, AT FULL PAY AND ALLOWANCES, IN AREAS MUTUALLY BENEFICIAL TO THE OFFICER AND THE NAVY 30 SELECTEES WILL BE AUTHORIZED TO UNDERTAKE STUDY OR RESEARCH WITH THE COOPERATION OF OTHER GOVERNMENT DEPARTMENTS AND AGENCIES, PRIVATE AND PUBLIC CORPORATIONS, FOUNDATIONS, AND EDUCATIONAL INSTITUTIONS. PROGRAM PARTICIPANTS MUST MAKE THEIR OWN ARRANGEMENTS WITH COOPERATING ORGANIZATIONS AND WILL ENSURE THAT THEY COMPLY STRICTLY WITH REF A TO AVOID POSSIBLE CONFLICTS OF INTEREST. PARTICIPANTS MAY NOT RECEIVE COMPENSATION OR STIPENDS OF ANY KIND FROM COOPERANT [sic] INSTITUTIONS.

2. REGULAR NAVAL OFFICERS THROUGH GRADE OF CAPTAIN WHO HOLD A BACCALAUREATE DEGREE AND HAVE MORE THAN THREE YEARS ACTIVE COMMISSIONED SERVICE MAY REQUEST PERMISSION TO COMPETE FOR A RESEARCH ASSIGNMENT. THESE OFFICERS WOULD INCUR A SERVICE OBLIGATION ON A ONE YEAR FOR ONE YEAR BASIS. ALL REQUESTS FOR PROFESSIONAL DEVELOPMENT DUTY ASSIGNMENTS WILL BE CONSIDERED BY A SELECTION BOARD CONVENED BY THE CHIEF OF NAVAL PERSONNEL. APPLICATIONS MUST BE RECEIVED BY THE BUREAU OF NAVAL PERSONNEL (PERS-R165) PRIOR TO 1 MARCH 1971, AND SHALL INCLUDE A NARRATIVE DESCRIBING PROPOSED RESEARCH AND/OR STUDY CITING SPECIFIC WAYS IN WHICH THE APPLICANT FEELS THAT HIS VALUE AS A NAVAL OFFICER WILL BE ENHANCED. SPECIFIC DETAILS CONSIDERING THE PROGRAM AND APPLICATION PROCEDURES WILL BE PROMULGATED IN A FORTHCOMING BUPERS NOTICE.

4. I AM CONFIDENT THAT THIS PROGRAM CAN PROVIDE THE NAVY NEW AND USEFUL INSIGHT INTO MODERN TECHNIQUES WHILE AT THE SAME TIME ADDING MEANINGFUL PERSPECTIVE TO THE PARTICIPANTS. E.R. ZUMWALT, JR., ADMIRAL, U.S. NAVY, CHIEF OF NAVAL OPERATIONS
