A. OPNAV NOTE 1750 OF 5 FEB 70

1. THIS NAVOP ESTABLISHES THE NAVY SPONSOR PROGRAM. THE NAVY HAS TRADITIONALLY HELPED ITS OWN. MANY COMMANDS, PARTICULARLY IN OVERSEAS AREAS, MANAGE EFFECTIVE PROGRAMS WHICH ASSIGN A SPONSOR TO ASSIST INCOMING MEMBERS AND THEIR FAMILIES TO GET SETTLED. THE VALUE OF THIS PROGRAM HAS BEEN PROVED IN COMMANDS WHERE IT HAS BEEN EMPLOYED.

2. IT IS THE POLICY OF THE CHIEF OF NAVAL OPERATIONS THAT ALL NAVAL ACTIVITIES ESTABLISH AND MAINTAIN EFFECTIVE SPONSOR PROGRAMS DESIGNED TO FACILITATE THE RECEPTION AND SETTLING IN OF NEWLY RECEIVED MEMBERS ON PCS AND THEIR FAMILIES. THE INCOMING MEMBER RETAINS THE PREROGATIVE OF DECLINING SPONSOR ASSISTANCE IF HE SO DESIRES.

3. COMMANDING OFFICERS ARE DIRECTED TO ESTABLISH AND MAINTAIN A SPONSOR PROGRAM. COMMANDS RECEIVING PCS ORDERS ON ASSIGNED PERSONNEL WILL PROVIDE THE FOLLOWING INFORMATION TO THE MEMBER’S NEXT COMMAND AS SOON AS PRACTICABLE.

A. MEMBER’S NAME, RATE/RANK, SER/FILE NUMBER
B. MEMBER’S MAILING ADDRESS
C. ESTIMATED DETACHMENT DATE
D. LEAVE ADDRESS, IF KNOWN
E. ESTIMATED ARRIVAL DATE AT NEW DUTY STATION
F. MARITAL STATUS
G. SEX AND AGES OF DEPENDENT CHILDREN
H. ANTICIPATED MODE OF TRAVEL
I. SPONSOR DESIRED/NOT DESIRED

4. COMMANDS RECEIVING INFORMATION OF PERSONNEL ORDERED IN PCS WILL ASSIGN SPONSORS, AND UTILIZING THE FACILITIES OF FAMILY SERVICES CENTERS, WHERE AVAILABLE, FORWARD ACTIVITY INFORMATION MATERIALS AND TAKE SUCH OTHER STEPS AS ARE NECESSARY TO ASSIST NEW MEMBERS AND THEIR FAMILIES TO GET ESTABLISHED. SPECIFIC IMPLEMENTING ACTIONS, SUCH AS COMMUNICATION WITH THE MEMBER TO EXPLAIN LOCAL CONDITIONS, TENDER ASSISTANCE IN RELOCATING, ON-SITE INDOCTRINATION, AND WELCOME OF THE INDIVIDUAL AND HIS FAMILY, ARE LEFT TO THE INGENUITY AND INITIATIVE OF EACH COMMANDING OFFICER. IF THE MEMBER IS REPORTING TO A DEPLOYED UNIT, HE SHOULD ALSO BE ADVISED OF THE IDENTITY AND LOCATION OF THE FAMILY CONTACT AND ASSISTANCE OFFICER ASSIGNED IN ACCORDANCE WITH REFERENCE A.

5. FLEET COMMANDERS IN CHIEF, CHIEF OF NAVAL AIR TRAINING, DISTRICT COMMANDANTS AND COMMANDS, OFFICES AND BUREAUS IN THE WASHINGTON, D.C. AREA ARE REQUESTED TO REPORT COMPLIANCE BY ACTIVITIES UNDER THEIR COMMAND TO THE CHIEF OF NAVAL PERSONNEL BY 20 AUGUST.

6. PROVISIONS OF THIS NAVOP WILL BE INCORPORATED IN AN EARLY CHANGE TO BUPERSMAN.
