A. OPNAVINST 4770.5C CHANGE TRANSMITTAL 2 OF 26 SEP 1970

1. IN ORDER TO ENHANCE THE PRESTIGE AND RESPONSIBILITY OF MORE YOUNG OFFICERS IT IS MY DESIRE TO HAVE SHIPS IN THE PROCESS OF INACTIVATION TURNED OVER TO EXECUTIVE OFFICERS AND DEPARTMENT HEADS AS EARLY AS POSSIBLE IN THE INACTIVATION CYCLE.

2. THIS POLICY HAS BEEN IMPLEMENTED BY CHNAVPERS IN SHIPS SCHEDULED FOR OR UNDERGOING INACTIVATION EXCEPT IN THOSE CASES WHERE ASSIGNMENT OPPORTUNITIES OF INDIVIDUALS WOULD BE ADVERSELY AFFECTED.

3. REF A IS BEING PROMULGATED TO BRING THE INSTRUCTION ON THIS SUBJECT IN LINE WITH MY NEW POLICY. E. R. ZUMWALT, JR., ADMIRAL, U. S. NAVY, CHIEF OF NAVAL OPERATIONS
