     Department cables evidence1 exists that submarine commanders have known exactly what ships left French ports and when and that torpedoing of American transports when westbound and within 48 hours after leaving French ports shows probable coastal communication with enemy submarines[.] Subject of counter espionage in France merits careful consideration and I desire your views and recommendations as to necessary steps to be taken. 09208
