3959 Your 724 my 3947.1 The Admiralty suggest that in order to avoid probable confusion and misunderstanding the proposed message “Battle-cruiser Raid Plan Operative” be sent out in a code known only to United States ships should it be necessary to send it out before an agreement on a joint plan has been reached with Admiralty and all vessels are made cognizant of the plan. I concur in this suggestion as I think any other procedure would result in confusion and uncertainty and would lead to excessive radio work by convoys at sea. 191701 3959             SIMS.
