CONFIDENTIAL

     5927. A Board of Investigation consisting of officers from the Navy Department will convene shortly at Naval Headquarters, London for the purpose of enquiring into the material features of the Naval Aircraft situation in Europe. This Board will make a thorough investigation of past and present conditions as to the supply and shipment of all Naval Aircraft material from the United States to Europe. This in order to determine whether conditions are satisfactory or otherwise either in the United States or in Europe, and if unsatisfactory, who or what is responsible for such conditions. You will accord this Board every facility to prosecute its duties, give them complete access to all files and display conditions as they exist. 063306. 5927.
