We are into War Dept. every steamer that can possibly be spared from the essential trade but even this course will not result in sufficient tonnage for the steadily increasing requirements ofthe army. We recognize the necessity of making every effort and sacrifice and are working with this solely in mind.
Franklin and I are anxious to keep in close touch with the tonnage situation. Advise us fully as to develop
