     My 3267.1 Allied Naval Council will meet Paris September twelfth. Request early instructions from Department regarding proposed plan. Matter of selection of base now under consideration. I have not committed the United States Government to any action as yet. In case proposed Aegean barrage is approved by Council request Department’s views as to whether United States may lay the entire barrage in view of fact not at war with Turkey. Particular attention directed to those parts of proposed barrage which would be in Turkish waters or in waters adjacent to Turkish territory occupied by Allied. <151203>2
