          5059. Your 1303.1 Administrative work here always in excess of officers available to accomplish. Hence Reserve Officers providing they are personally qualified can always be used. Impossible however to correctly inform Department of requirements.

              We frequently locate Americans in business abroad whose experience and ability exactly meet our requirements. Three such men have been available sometime and will probably go to Army as we are not permitted to enroll them and thereby secure their service to Navy.

              It would greatly facilitate our work and be in the interests of the Service if I were allowed to enroll a limited number of officers from time to time similar to those above mentioned. 175918. 5059.
